Technicians are required by a section of the Clean Air Act to pass a test demonstrating the knowledge of ozone depleting refrigerants and EPA refrigerant regulations. This requirement
applies to technicians who maintain, service, repair or dispose of equipment that could release refrigerants into the atmosphere.
There are financial penalties for technicians and their employers for not meeting this requirement, so it should be rare for a technician not to have the certificate. A homeowner signals knowledge about the HVAC service industry and concern for the environment by asking the technician to see the CFC card.
